Central Africa states to up troops in CAR ahead of peace talks

LIBREVILLE (Reuters) - Central African Republic's neighbours have agreed to increase the number of troops stationed there to help defend against rebels threatening to overthrow the government.

The Economic Community of Central African States (ECCAS) - which already has more than 500 peacekeepers in CAR - announced its decision overnight in Gabon's capital Libreville, ahead of peace talks planned between the SELEKA rebels and the government in early January.

The insurgency poses the biggest threat yet to President Francois Bozize's nearly ten years in charge of the nation, which has remained poor since independence from France in 1960 despite rich deposits of uranium, gold and diamonds.

"We are thinking of a way to deploy this mission as quickly as possible," Gabon Foreign Minister Emmanuel Issoze Ngondet told reporters after a meeting with his regional counterparts. He did not say how many soldiers would be deployed.

The ECCAS troops, mostly from Chad, are part of the MICOPAX (Mission for the consolidation of peace in Central African Republic) peacekeeping force, but have been unable to prevent a rebel advance to within 75 km (45 miles) of the capital Bangui since early December.

The SELEKA rebels have threatened to overthrow Bozize if he does not live up to a previous peace deal offering former fighters pay and jobs, but they have agreed to stay out of Bangui to allow for peace talks.

Officials in Bangui on Friday said rebels had agreed to send delegates to Libreville in early January. A rebel spokesman was not immediately available to comment.

Some clashes between government troops and rebel fighters were reported on the outskirts of Damara, 75 km north of Bangui, on Friday, and some residents of the capital were fleeing the city, fearing a fresh rebel push.

Clashes were also heard in Bambari, some 385 km northwest of Bangui, residents told Reuters.

Bozize came to power in a rebellion in 2003 and has since won two elections. France conducted air strikes against rebels challenging him in 2006, but Paris has said it will not intervene militarily in the current conflict.

The United States said on Thursday it had closed its embassy in Bangui and evacuated its staff.

Central African Republic is one of a number of countries in the region where U.S. Special Forces are helping local forces try to track down the Lords Resistance Army, a rebel group responsible for killing thousands of civilians across four African nations.

Some 1,200 French nationals live in CAR, mostly in the capital, according to the French Foreign Ministry, where they typically work for mining firms or aid groups.

French nuclear energy group Areva mines the Bakouma uranium deposit in CAR's south - France's biggest commercial interest in its former colony.

Indian rape victim fighting for her life

NEW DELHI (AP) ? The victim of a gang-rape in New Delhi fought for her life at a Singapore hospital Friday as officials in the Indian state of Punjab fired and suspended police officers accused of ignoring the rape of another woman, who then committed suicide.

Indian authorities have been accused of belittling rape victims and refusing to file cases against their attackers, further deterring victims ? already under societal pressure to keep the assaults quiet ? from reporting the crimes.

However, the gang-rape of the 23-year-old student on a moving bus in the capital two weeks ago has brought new focus on police and community attitudes toward woman in India. Demonstrators in New Delhi have demanded stronger protections for women and stronger punishment for rapists.

Authorities in Punjab took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.

State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were only arrested Thursday night, a month after the crime was reported.

"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.

The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Authorities in the eastern state of Chhattisgarh also suspended a police officer on accusations he refused to register a rape complaint from a woman who said she had been attacked by a driver.

Meanwhile, doctors in Singapore said the New Delhi gang-rape victim remained in extremely critical condition, had suffered a heart attack, a lung and abdominal infection and "significant" brain injury.

"The patient is currently struggling against the odds, and fighting for her life," said Mount Elizabeth Hospital chief executive Dr. Kelvin Loh.

Police have arrested six people in connection with the attack, which left the victim with severe internal injuries.

"We wish she recovers and comes back to us and that no time is lost in bringing the perpetrators of such a barbaric act to justice," said Sonia Gandhi, head of the ruling Congress Party.

Other politicians have come under fire for comments insulting the protesters and diminishing the crime.

On Friday, Abhijit Mukherjee, a national lawmaker and the son of India's president, apologized for calling the protesters "highly dented and painted" women, who go from discos to demonstrations.

"I tender my unconditional apology to all the people whose sentiments got hurt," he told NDTV news.

UN envoy, Moscow call for revival of Syria plan

BEIRUT (AP) ? Russia and the U.N called Thursday for the resuscitation of a peace initiative for Syria that never got off the ground when it was proposed months ago because both parties to the conflict rejected it.

The plan, unveiled by world powers at an international conference in Geneva in June, called for an open-ended cease-fire, a transitional government to run the country until elections, and the drafting of a new constitution. The plan was a non-starter for the opposition because it did not explicitly ban authoritarian President Bashar Assad and other members of his regime from taking part in the transitional leadership.

The regime ignored it because it would entail voluntarily giving up power.

There was no sign that the plan had any more chance of succeeding now than it did back in June. Assad's government did not comment on the attempt to revive the proposal, and a coordinator for the rebels seeking to end Assad's rule called the plan "illogical."

"No one in the opposition can accept this, and if they accept it, it will be refused by the Syrian people," said Bassam Al-Dada, a Turkey-based coordinator with the rebel Free Syrian Army. He said Assad's forces have killed too many people for him to play a role in any solution.

Anti-regime activists say more than 40,000 people have been killed since the revolt against Assad began in March 2011.

Because of Russian objections, the original plan did not call specifically for Assad's ouster nor ban him or top members of his regime from participating in the new government.

Much has changed in Syria since the plan was first presented. Rebels have gained momentum, seizing more territory and a number of military installations in the country's north. They are also expanding their control in suburbs of the capital, Damascus.

These gains make it increasingly unlikely that they will accept any plan that allows any part of Assad's regime to remain.

The government, too, has given no indication it will give any ground and dismisses almost all opposition activities as terrorism that seeks to destroy the country.

In Damascus on Thursday, the U.N. envoy for Syria Lakhdar Brahimi called the Geneva plan "suitable enough" to end Syria's war.

"The Syrian people seek genuine change," Brahimi said, adding that the transitional period "must not lead to the collapse of the state or the state's institutions."

Brahimi said that original plan could be amended, but he didn't say how.

He did not mention Assad by name and only said the transitional government would have "full executive powers," meaning "all the authority of the state should be possessed by that government."

Brahimi said it remained to be determined what kind of government would follow and whether the elections called for under the plan would be for president or parliament.

In Moscow, Foreign Ministry spokesman Alexander Lukashevic said Russia, too, is trying to revive the Geneva plan.

"We continue to believe that there is no alternative to that document in trying to find a settlement in Syria," Lukashevich said.

He also reaffirmed Moscow's objection to calls for Assad's ouster.

Russia has been Assad's strongest backer throughout the conflict, selling arms to his forces and, along with China, protecting him from censure by the U.N. Security Council for his violent crackdown on the opposition.

Top Russian officials have recently signaled a new resignation to the idea that Assad could fall. Still, they have said they will not call for his ouster or offer him refuge should he decide to flee.

Brahimi is expected to visit Russia this weekend. Syrian Deputy Foreign Minister Faisal Mekdad met Thursday with Russia's Foreign Minister Sergey Lavrov to pave the way for Brahimi's visit.

Mekdad is expected to hold talks with other top Russian diplomats later.

Violence flared in Syria again on Thursday, with rebels attacking a police academy and military airport in the northern province of Aleppo while clashing with government forces near the Wadi Deif military base in northern Idlib province.

The Britain-based Syrian Observatory for Human Rights said 11 rebels and 16 government soldiers were killed in clashes around Idlib province.

A car bomb blew up in the Damascus suburb of Sbeineh, killing four people and wounding ten, the state news agency reported.

Web-based info may not increase cancer screening

NEW YORK (Reuters Health) - Offering women information on colon cancer screening via the web does not get them to take up screening any more effectively than printed materials, according to a new study.

"It's disappointing that the web didn't have more effect," said Dr. David Weinberg of Fox Chase Cancer Center in Philadelphia, the report's lead author.

Although the U.S. Preventive Services Task Force recommends that adults between ages 50 and 75 get screened regularly for colorectal cancer, about 40 percent of people don't follow those guidelines.

To raise awareness of the recommendations and encourage people to go get screened, researchers have developed a variety of approaches, Weinberg said, including videos and printed materials. But none of these "have been tremendously successful," he added.

Dr. Hemant Roy, director of gastroenterology research at NorthShore University HealthSystem in Evanston, Illinois, said one method that has been shown to be effective is simply having doctors spend time with their patients to talk about the cancer tests.

"But one of the issues is they have to see more and more people with less and less time, so it gets really hard to have these discussions with patients," said Roy, who was not involved in the new study.

To see whether the web might provide an easily accessible and inexpensive alternative for getting people to comply with screening recommendations, Weinberg and his colleagues asked 865 women who were coming in for routine gynecology appointments to participate in the study.

Of those, 171 saw their doctor as normal, 349 also received printed materials about colon cancer screening at the time of their visit and 345 were offered access to a web site that contained the same information as the printed matter.

Included in the materials was information about the benefits of screening and harms of going unscreened, as well as background on the various types of colon cancer screen available: a stool test once a year, a sigmoidoscopy every five years or a colonoscopy every 10 years.

All the women were eligible to get screened for colon cancer based on their age and health status.

Four months after the doctor visit, however, roughly 12 percent of the women - regardless of whether they received the extra information or not - had gotten a colon cancer screen.

Roy called the numbers "dismal."

"At the end of the day, something is better than nothing," he said, but compared to screening rates for breast cancer, the uptake for colorectal cancer screening was quite low.

Among the women in the study, published in the Archives of Internal Medicine, 73 percent had received a mammogram in the past year.

On the other hand, Weinberg said, "you might argue their participation in the study did manage to raise their interest level enough" to get screened.

Not enough, however, to get most of the women to even access the website Weinberg's group had developed.

Only 24 percent had logged on, according to the researchers' records, and just 16 percent of the women remembered going to the website.

Weinberg still thinks there might be ways that the web could be helpful.

"I think that the web has great promise...the question is, how do you get people to look at it in the first place?" he said.

I experimented with topics, lengths, forms, and voices, quite a lot this year, trying this and that to see what works for me, what works with the readers, etc. This is what I learned:

I can still write a standard ResearchBlogging type of post of reasonable length, yet covering all the context it needs.

And I can post it at the time embargo lifts. And I can get quite nice traffic for it:

When all the editors started nominating stories for our Top Ten 2012 Stories list, I suggested ENCODE, so I was assigned to write about it. I was worried about having to re-write everything from scratch, so I turned it in two days ahead of deadline. When I got the piece back, edited by Phil Yam, it looked very, very red on my screen. But as I started checking all the edits, I realized that each edit was small ? a punctuation here, a word-order there, a small change in wording, etc. No huge changes, but LOTS of tiny changes. And each little thing made my article a little bit better. All the changes together made my article much better. So I am quite happy how it turned out:

I experimented with coverage of several papers in a single post. I covered each one briefly, had subheadings (e.g., What is it about, What is new, Take-home message, Some more thoughts, Good coverage elsewhere, etc), finishing with my own summary of how all of the papers fit together, how they move the field as a whole forward. And it got quite decent traffic:

I can write fast, publish as embargo lifts, and STILL manage to get a lot of context and lot of my own thoughts.

It helps that I have written, few years before, a very involved post on a related topic, so I could draw from that pool of information, build up on it. Many people told me they really loved this post:

Totally quirky stuff has its own fans.

It started with a bet that I could seriously use the word ?callipygous? in a science article. That led me on a search for topics in which I could potentially use it. That brought me to spiders (yes, it could have been sheep instead). So I wrote a completely stream-of-consciousness post connecting all sorts of seemingly unconnected things about spiders. I wrote about spiders before. I talked about spiders very recently. I saw the Spider exhibit at the AMNH just before it. I included bits and pieces of all of that somewhere in the post. And I timed the post to show up on the anniversary of ?Charlotte?s Web?. All of that combined into a quirky post with surprising twists and turns, cool scientific information, fun videos, personal stuff, and more. And people just loved it:

I can write REALLY fast! And lack of time for over-thinking makes it better.

I heard about the study at 8am. I published my post at 11am. While multitasking other stuff I had to do at the time. Yes, I carefully read the paper first. And the paper got lots of media coverage elsewhere, yet the author contacted me to tell me specifically how well I did it. And the PIO in charge of the paper bought me a beer a few months later for giving the paper so much visibility and good coverage. And the post even resulted in a comic strip, the original of which is now hanging on the wall of the institution where the research was done. My favorite post of the entire year:

Next year, I?ll try some new approaches, do new experiments, try to make it fun for me and you. We?ll see how it works out in the end?.

Mentors Help Small-Business Owners Develop Leadership Skills ...

Deciding what direction to take a business is isolating for the owner of a small business ? especially a sole proprietor. Relatives and friends can offer advice and opinions, but they often lack the expertise to provide the informed, objective counsel the entrepreneur needs.

That?s when a mentor is handy. A mentor is both coach and sage ? someone who?s versed in the challenges of running a company and ready to share knowledge with others who need help with business strategies, resources and goals. The best mentors empathize with the people they?re helping and aim to empower them to anticipate and overcome obstacles.

The junior partner in this arrangement isn?t a passive disciple, and the mentor?s word isn?t gospel. But it?s the mentee?s responsibility to make the first move, direct the relationship and stay fully engaged in his professional development.

Identify scope and need: Some entrepreneurs need specific input for a limited time ? maybe a discreet review of a business plan before it?s taken to investors. Some want a long-term relationship with an industry insider who can guide them through high-tech product development. Women and minorities might want an adviser familiar with the race and gender barriers they encounter in the business world. No matter what the case, a business owner who knows what she wants from a mentor is more likely to find it.

Compatibility matters: Before beginning the search, the aspiring mentee should honestly evaluate his personal management style and openness to direction and constructive feedback. Without a willingness to trust the perspective of another person ? sometimes a complete stranger ? the entrepreneur might be unwilling to take risks based on the mentor?s advice. After considering his own personality, the mentee can identify the qualities that matter most in a mentor.

Look around: The entrepreneur can search many places for a mentor. WESST ? a New Mexico-based nonprofit small-business development and training network ?is a great place to start, as WESST provides staff members to work face-to-face with clients. Industry and trade groups are also good places to meet people who might be willing to be mentors, and online communities link business people with experts all over the world.

Ground rules: The business owner should spend whatever time it takes to find the person who most matches her needs in terms of expertise, availability and personal chemistry. Both parties then should formalize the bond by discussing and agreeing on expectations, goals and boundaries. Mentorand mentee should decide how often to meet and under what circumstances the mentee can ask for help between meetings.

Mentoring in practice: If the relationship evolves into a fruitful one, the business owner should become increasingly confident about his developing skill and knowledge set and empowered by tangible growth in his leadership abilities. When the relationship reaches a natural end ? when goals are met or in sight ? both parties should discuss whether to make a clean break or maintain an informal collaboration.

  • New England Patriots

    Grievance: Nagging Injuries When covering the Patriots, there isn't truly anything to grieve about without nit-picking. Blaming the defensive backfield during the playoffs can be formed into a legitimate complained, but those guys have been playing well since the recent trade to acquire Aqib Talib. I'm fairly certain that most teams can complain about this, but I feel like injuries (especially the persistent pains key players had to deal with) was a factor in the Patriots Super Bowl loss to the Giants and has hurt them this season. In the Super Bowl, both Sebastian Vollmer and Logan Mankins were severely hindered on the offensive line with Mankins playing through an ACL tear and Vollmer through ankle and back pains. Their lack of health allowed the Giants pass rush to take full advantage of disrupting Tom Brady's timing. Rob Gronkowski was also clearly not at his best in the big game due to injuries. This season, Gronk, Vollmer, and Mankins have been dealing with various ailments, and Gronk was injured for a large chunk of time with a broken arm that stemmed from a fluke injury. Ras-I Dowling and Julian Edelman were placed on the IR, and Aaron Hernandez is another player who was out for several weeks with an ankle sprain. The main grievance that I have is losing the Super Bowl for the second time to the New York Giants, especially since the Patriots could have had that game if things swung a certain way. But that's football, and all of these grievances are things every fan has to deal with.     NHL and NHLPA, I'VE GOT A LOT OF PROBLEMS WITH YOU PEOPLE! How do you take a $3.3 billion industry and shut it down over a few million bucks? You'd be smarter trading Jay Buhner for Ken Phelps. The lockout is the owners' fault, because it's ultimately their decision to have a lockout, and because of their preferred tactic of offering take-it-or-leave-it proposals, but the players get plenty of blame for slow-playing negotiations from the start.     Penn?s football team claimed its 16th Ivy League championship in 2012, certainly a Feat of Strength. This year, they went an Impressive 6-1 in Ancient Eight play. However, my Airing of Grievances, is related to this Feat of Strength. Despite the impressive season, the Quakers were denied the right to play for an NCAA championship. This is because the Ivy League bans its football champion from participating in the NCAA FCS National Championship Tournament. While all other Ivy League sports teams are allowed to play for national titles, the League has stubbornly refused to allow its football champion to compete, due to a series of lame/illogical excuses. <em>-David Burrick, AOL</em>

    Would it kill you to win one lousy game?!? Or at least lose by less than twenty? The conference stutter step and lack of scholarships is no excuse for being out of almost every single game by halftime.   • Biggest gripe: Dumb fans. Instead of understanding that injuries to four offensive linemen and the starting quarterback would sink a team's season in any league, fans jumped onto this obnoxious "YOU CAN'T RUN THE SPREAD IN THE SEC!" bandwagon, even though Urban Meyer and Gene Chizik ran the spread to the tune of a collective three national championships in five years. Seriously, I'd love for you to diagram how Mizzou's zone-read works, and explain which opportunities it sets up in the passing game. The fans' incessant clamoring got so bad that the offensive coordinator resigned because the job was so stressful.     It is difficult to air the main grievance against the Fighting Irish. Notre Dame went 12-0. They are playing for the National Title. What else could fans want? However, fans who hyperventilated through many of Notre Dame's games might desire more. The Irish caused chest pains in every fan late in the Stanford game. Fans could not even bear to look when Pittsburgh's kicker lined up to end Notre Dame's unbeaten streak, only to have his attempt fall wide right. It seemed like we were checking our heart rates just as much as we were checking the score board. From now on, can Notre Dame just crush their opponents?
