The Chicago personal injury lawyers of Salvi, Schostok & Pritchard P.C. will join the fight against brain cancer May 6 by participating in the Walk to End Brain Tumors in Libertyville.

On behalf of attorney Michael Schostok, the Illinois personal injury firm?s ?Team Grizzly? is raising money for the Heroes of Hope Grey Ribbon Crusade.

The Grey Ribbon Crusade is a national campaign to support brain cancer research. May is National Brain Tumor Awareness Month.

?Our lawyers want to call attention to brain cancer, which is a serious and deadly threat to public health,? said Patrick A. Salvi, a Chicago personal injury attorney and managing equity partner of the law firm. ?Hundreds of thousands of people are diagnosed with brain tumors every year. An estimated 190,000 people are diagnosed with primary or metastatic brain tumors annually, according to a Heroes of Hope press release. More than 200,000 others are currently living with life-threatening brain tumors across the U.S. Brain tumors are a leading cause of death in children and young men, the group says.

Salvi said that getting involved in the Grey Ribbon Crusade is a simple way for people to make a difference.????

(AP) ? China said Sunday that it would boost its defense spending by 11.2 percent in 2012, the latest in a nearly two-decade string of double-digit increases.

Although the planned figure is less than last year's 12.7 percent increase, China's military leaders have said they are unhappy with recent moves by the Obama administration to increase the U.S. military presence in the Asia-Pacific region. Only twice since the early 1990s has the increase been less than double digits.

National People's Congress spokesman, Li Zhaoxing, said China's defense spending would increase by 11.2 percent over actual spending last year to hit 670.2 billion yuan ($106.4 billion) in 2012, an increase of about 67 billion yuan.

China's official defense spending is the largest in the world after the United States, but actual spending, according to foreign defense experts, may be 50 percent higher, as China excludes outlays for its nuclear missile force and other programs.

Li, speaking at a news conference a day before the opening of the annual session of the congress, said China's military spending was small as a percentage of gross domestic product compared to other countries, especially the United States.

"China is committed to the path of peaceful development and follows a national defense policy that is defensive in nature," Li said. "You see, China has 1.3 billion people, a large territory and long coastline, but our defense spending is relatively low compared with other major countries."

Last year's military spending amounted to 1.28 percent of China's economy, Li said. By contrast, the ratio stood at 4.8 percent for the U.S. in 2010, according to the World Bank.

The increase in defense spending is part of China' long-term military modernization process, but also is partly spurred by Obama's new emphasis on the Asia-Pacific, said Sarah McDowall, a senior analyst at IHS Jane's, a London-based security consultancy.

"It is important to note that Beijing views itself as reacting to the increasingly assertive policies of other countries and has repeatedly said that it does not want to provoke military confrontation," McDowall was quoted as saying in a news release.

Beijing has mounted a robust defense buildup for more than two decades that has transformed the military into a formidable regional force, increasingly able to project power far from China. While chiefly aimed at the U.S., the buildup is also jangling nerves among Asian rival India and neighbors Japan, Vietnam and the Philippines, which have maritime disputes with China.

Mindful of the unease the burgeoning military has created among its neighbors and the opportunity it has given the United States to raise its profile in the region, Li repeated several times that China's intentions are peaceful and defensive.

"China's limited military strength is aimed at safeguarding sovereignty, national security and territorial integrity and will not pose a threat to other countries," he said.

With the huge outlays, the Chinese military's armory include the home-built J-10 jet fighter, new nuclear submarines and modern surface vessels armed with supersonic anti-ship missiles. Last year, China began testing a new J-20 stealth fighter and launched sea trials of its first aircraft carrier, a refurbished hulk purchased from Ukraine. Cyber-warfare programs are also burgeoning.

While Beijing insists its military is defensive and is not a threat, defense analysts say the new capabilities are aimed at keeping foreign forces, especially the U.S., out of the seas and airspace around China. The South China Sea has become a new potential flash point, with Beijing's more powerful navy and an assertive policy to defend contested claims to groups of islands, reefs and atolls, and the U.S. has declared its own interest in making sure sea lanes remain open.

Growing Chinese power and East Asia's economic importance is driving neighboring countries to boost defense spending and has prompted the U.S. to redirect defense resources to the region. Washington's moves to rotate new troops to Australia, shore up alliances with other traditional allies Japan and the Philippines while forging new military ties to Vietnam has heightened Beijing's fears of encirclement.

Molly Shapiro: Dating After Divorce: Why I'm Never Remarrying

I remember when I first learned about Woody Allen and Mia Farrow's unique love affair. They had been a couple for 11 years but never married. They shared children, but lived in separate apartments that faced each other across Central Park. He on the East Side and she on the West; they'd wave towels out their windows as they talked over the phone.

It was weird. Cool, but weird.

Then the other shoe dropped. It was weird all right. The couple had stopped having sex, Allen had taken up with Farrow's adopted daughter, and accusations of child abuse and molestation were flying. Suddenly, all those raised eyebrows about their unorthodox relationship seemed justified.

My boyfriend of four years and I are no Woody and Mia -- we're just a couple of average divorcees living in the heartland. But we get our fair share of wide-eyed, questioning looks when we describe our arrangement.

Bryan and I don't want to get married, ever. "That's how you feel now," people say. "Things change." Things do change when people get married, often for the worse.

Then there's our schedule. We see each other every Tuesday and Saturday. People ask what happens if we want to see each other on a Thursday or Friday. I tell them this is all we can manage right now without overburdening our exes and neglecting our children.

Then they ask if our kids get along. I tell them our kids barely know each other. That's what really throws them.

The assumption is that divorced people need to introduce their children early on and forge a positive relationship, so that when it's time to get married, the two families are as happy and harmonious as the Brady Bunch.

But we're never going to get married.

So twice a week we get together and enjoy the best parts of a relationship without ever having to confront the problems that inevitably arise when a couple shares a home, a bank account and children. It has none of the drudgery of the nightly routine. There's no negotiating about who will relax with the dishes and who will wrestle the kids to bed. Gone is the invisible scorecard of disappointments and slights.

Instead we embrace and talk and look at each other with an intensity that can only come with a certain amount of deprivation. We know we have limited time and we need to make the most of it. Why would I trade that feeling of euphoria for the inevitable malaise of marriage?

But about a year into the relationship I started having doubts. As my hero Carrie Bradshaw might have put it: "I had to wonder ... did the love between Bryan and me depend on not seeing each other too often? Would our relationship fall apart if he stuck around on Sunday morning instead of leaving after breakfast?"

I began asking Bryan all those questions that exposed my deep-seated insecurities about our arrangement. "Don't you want to see me more often?" I asked. "Why don't we spend more time with each other's families?" I wondered aloud. And then one Sunday morning came the real doozy: "What is this? What are we doing?" I'll never forget the look on his face, a look that went from surprise to confusion to disappointment in the span of seconds. We both knew exactly what we were doing. We were breaking the rules and building a relationship without caring what anyone else thought. We had an understanding, a tacit agreement, and I had broken it.

But I couldn't help questioning the validity of what we had. Perhaps our love really did amount to something less than all those couples who were married or living together and sharing the triumphs and tribulations of everyday life. It was as if other couples had reached the summit of Mt. Everest the proper way, through hard work and braving the elements, and were therefore better able to rejoice in their accomplishment and more deserving of the incredible view. Bryan and I, on the other hand, had been airlifted to the top. Yes, the view was the same, but our journey there was manufactured.

Everything about our culture seems to center around marriage. It's the happy ending to almost
every book, movie and TV show--including the bold, brash, rule-breaking "Sex and the City." For six seasons those women dated, drank and did it, all in a quest for love and happily ever after. In the final episode they found it, even Carrie, whose on-again-off-again boyfriend Big tracked her down in Paris to declare his everlasting love. When they embraced on that Parisian bridge, when Big told Carrie she was "the one," I cried. I cried because I believed in their happily ever after. And I cried because I knew Big wasn't about to tell Carrie that they should keep their separate apartments and just get together every Tuesday and Saturday. They weren't going to settle for anything less than marriage.

Carrie was famous for her constant questioning, for beginning every column with: "I had to wonder." But with marriage, the questions could finally stop.

Marriage is the ultimate answer to all those nagging questions. "Don't you want to see me more often?" "Yes, I want to see you every single day!" "Don't you want to spend more time with my family?" "Of course, I want to BE your family!" "What is this? What are we doing?" "We're getting married and living happily ever after!"

It's all so perfect. Until, of course, you get divorced. Divorced people understand that marriage is no guarantee of anything. Until, of course, they forget.

Many divorced people forget the fragility of marital bliss and remarry with the same certainty and optimism they had the first time. I didn't want to forget, and my decision not to remarry was my way of ensuring I never would. But that didn't mean I was immune to the pressures of society constantly telling me that marriage was the one thing that would make my life complete.

I needed to just accept that I was being radical -- constructing a relationship that threw convention to the wind. But it was hard. I was no Mia Farrow -- the bohemian actress once married to Frank Sinatra and Andre Previn -- living on the Upper West Side with her cats, canaries and chinchillas and caring for a brood of kids adopted from all corners of the world. I was just a single mom of two living on a suburban block in a mid-sized Midwestern town. There was nothing radical about me.

I first thought my relationship with Bryan was the perfect formula. Then it felt like a sham. Now I see it's just the best we can do -- for now. Yes, there are moments of loneliness, reminders of all that I don't have. But there are many more moments of profound contentment and joy, and the feeling that I might have hit on a formula that is -- if not perfect -- pretty great.

I believe there's nothing wrong with us preserving our relationship by blocking out the very things that had led to the demise of our previous marriages and were straining the unions of so many people we knew. And there's nothing wrong with not wanting our time together to become routine. We want this to last. And if it does, maybe someday the planets will align to allow us a little more time and flexibility -- perhaps a Thursday or a Friday or two.

FCC Outage Reporting Rules Now Apply To VoIP ... - Teltek Systems

The Federal Communications Commission adopted a rule on February 15th that requires Interconnected VoIP service providers to report significant network outages. A reporting requirement was already in place, but it applied only to landlines and cell phones. This new development holds VoIP service providers to the same standard.

A significant network outage is defined as an outage of at least 30 minutes duration that potentially affects a 911 special facility or at least 900,000 user minutes of interconnected VoIP service and results in complete loss of service; or?potentially affects any special offices and facilities. Interconnected VoIP service providers must now report such an outage within 240 minutes of discovering that it will affect a 911 facility and within 24 hours?of discovering that it will affect users and/or special offices and facilities.

The goal is to ensure 911 system reliability and?that VoIP customers are receiving quality and reliable service, whether they are using a traditional telephone or one that is supported by interconnected VoIP. The reporting requirement has been in place since 2004, but only applied to wired and wireless service providers. This new rule?s purpose is to?expand the requirement?to include service provided via Interconnected VoIP, thus shoring up?a potentially dangerous hole in the FCC?s policies.

The integrity of our country?s communications infrastructure is a top priority of the FCC, and it was important to include all types of service provider support. According to a statement made by FCC Commissioner Clyburn,?almost 32 million American households and businesses had interconnected VoIP subscriptions as of December 2010.

The decision to impose this type of reporting is a result of several?lengthy VoIP outages over the past two years.?In one?situation, there was?an outage which caused?over one million customers to lose interconnected VoIP service for over four hours, an unacceptable circumstance in the FCC?s eyes.

The Commission?relies on?outage reporting requirements to?create best practices?for ensuring?continuous and?reliable communications. The outage data the FCC receives is analyzed and used to?identify?trends and patterns that could affect all carriers and networks.

This new regulation does not apply?to broadband service providers,?the Commission does not yet have the legal authority to regulate broadband in that manner.

Elise Testone, the soulful 28-year-old teacher from Charleston, South Carolina, and Jen Hirsh, the soaring 25-year-old singer from Agoura Hills, California, both tackled the same jazzy Adele tune during Wednesday's performances from the top 12 female semifinalists on the Fox singing contest ? and both were lauded by the judges for their take on the Grammy darling.

Hirsh was the first to perform "One and Only," compelling Randy Jackson to note that she was "one of the greatest singers in the competition this year." Testone was seated behind a piano when she closed the show with her rendition, prompting Jackson to repeat himself. He told Testone she has "one of the best voices in the competition."

"For me, you're one of the best singers, maybe the best singer here," Jennifer Lopez echoed to Testone.

Several other contestants also felt the love from the panel, including 26-year-old disc jockey Erika Van Pelt of South Kingstown, Rhode Island, with Heart's "What About Love," 18-year-old Hollie Cavanaugh of McKinney, Texas, with Christina Aguilera's "Reflection," and 16-year-old shopaholic Jessica Sanchez of San Diego with "Love You I Do" from "Dreamgirls."

"Your voice is perfect," Steven Tyler told Sanchez. "Your pitch is perfect."

Jackson called Skylar Laine, the 18-year-old country diva-in-training from Brandon, Mississippi, a "rocking country girl" after she effortlessly strutted across the stage during Faces' "Stay With Me," while Jennifer Lopez blamed Shannon Magrane, a 16-year-old student from Tampa, Florida, for giving her "the goosies" after Chris Rice's "Go Light Your World."

"You sing with such passion for a 16-year-old," Lopez beamed.

Brielle Von Hugel, a 17-year-old cheerleader from New York, impressed the judges with a compelling "(Sittin' On) The Dock of the Bay" by Otis Redding, but other contestants surprised the panel for the wrong reasons: Jackson wasn't a fan of 23-year-old Haley Johnsen's version of the Eurythmics' "Sweet Dreams."

"It was a bit of a nightmare for me instead of a dream," Jackson told the barista from Beaverton, Ore.

The judges acknowledged that 23-year-old Chelsea Sorrell, from Stokesdale, North Carolina, didn't kick off Wednesday's installment on quite the right note with Carrie Underwood's "Cowboy Casanova." Baylie Brown, a 22-year-old singer from Krum, Texas, didn't fare much better by delivering a lukewarm rendition of "Amazed" by Lonestar.

"I've heard you sing better," Tyler said.

The top 25 semifinalists, including the 13 men who performed Tuesday, will all learn Thursday if they received enough votes to be among the viewer-selected top 10 contestants or one of the three "wild card" finalists picked by the show's judges. The 13 singers will take to the stage next week for the first round of the finals of season 11.
